appeared while trying to install a 3Com NIC card in a Windows 95 machine.
Apparently Windows PNP didn't know what .INF file it needed. Since I didn't
know myself, the installation could not be completed. (The image is not the
actual message, rather it's my own re-creation of what I saw.)
